Approval of graduates of public universities and institutes in PhD, masters, higher diplomas, bachelors and diplomas, after verification and consistency of documents, information, seals and signatures on the certificate with the data stored in the Directorate of Certificates or in the form of tangible files and computer data, and Coordination with public universities for this purpose.

Sending applicants, whether employed or not, to study abroad for master's/PhD studies within the framework of scholarships awarded by foreign countries to the Kurdistan Regional Government.

Resumption of master's and PhD students who are employees of the Ministry of Higher Education and Scientific Research have successfully completed their studies abroad.

Preparing a list of accredited universities abroad for study (bachelor's, master's, one-year and two-year diploma, PhD), which is updated annually and according to this list students can choose a university to study.

Verification of certificates of graduates of public universities and institutes for holders of PhD, masters, higher diplomas, bachelors, and diplomas, requested by a government or private sector agency and office, to ensure the accuracy of their employees' certificates.

According to the needs of the institutions of the Ministry of Higher Education and Scientific Research in the public universities of the Kurdistan Region and the Ministry of Education, holders of academic degrees (Master and phD) who meet the requirements for scientific degrees
can apply to public universities in the Kurdistan Region.

Scientific dedication is obtaining a scientific dedication license in order to enhance and expand scientific and academic capacity in the field of higher education and university services within the framework of post-PhD and sabbatical leave, according to the conditions and requirements of the guidelines.

This service includes the removal of the seizure mark on the property or identity card of the Chamber of Commerce or the cancellation of personal guarantees issued or made in the interest of the Ministry of Higher Education and Scientific Research.

Sending applicants who are only employees of the Ministry of Higher Education and Scientific Research (Ministry Office and Public Universities) for higher education Master / PhD within the framework of the approved plan of the universities.

They will receive a promise from the company owner or his attorney from the Legal Affairs Directorate/Ministry Office not to conduct any academic work, scientific research, research related to higher education, bachelor's degree, higher diploma, master's degree, and doctorate Authorized to work.
