Conditions
Foreigner shall have attained the age of eighteen (18).
The foreigner must have the support of the organization and an employment contract.
The organization must be registered with the Office of Non-Governmental Organizations.
Testing for communicable diseases (AIDS, B and C hepatitis, malaria, Bilharzia).
For foreigners from countries that require an advance visa to enter the Kurdistan Region, their residency card must be requested by the same organization that issued the visa.
Foreigners who receive residency cards through organizations will also be issued residency cards to their families provided they have support from the Ministry of Labor and Social Affairs/Social Security Directorate and are registered.
Each foreign and domestic organization will have its own code in the electronic residency card application system, applications must be submitted online.
The validity period of the foreigner’s passport shall not be less than six (6) months.
If the transaction is to renew the residency card, the old residency card must be requested before the expiration date, otherwise he will be subject to a late penalty of (20,000) twenty thousand dinars per day.

According to Directive No. (1) of 2021, the following guidelines for issuing electronic visas and residency permits in the Kurdistan Region:
- For international organizations:
(25,000) Twenty-five thousand dinars for issuing residency cards.
- For local organizations:
For foreigners who do not need to obtain a visa in advance to enter the Kurdistan Region:
(300,000) Three hundred thousand dinars in exchange for conversion of visit visa to residency card.
(150,000) One hundred and fifty thousand dinars for issuing residency cards.
(25,000) Twenty-five thousand dinars residency administration fee for applying for residency permit.
For foreigners who need to obtain a visa in advance to enter the Kurdistan Region:
(1,000,000) One million conversion of visit visa to residency card.
(150,000) One hundred and fifty thousand dinars for issuing residency cards.
(25,000) Twenty-five thousand dinars residency administration fee for applying for residency permit.
For residency card renewal transactions for local organizations:
- (150,000) one hundred and fifty thousand dinars in exchange for renewal of residency.
- (25,000) Twenty-five thousand dinars residency administration fee for renewal of residency.
The penalty for late renewal of residency card for each day of delay is (20,000) twenty thousand dinars.
- For international organizations:

The penalty for late renewal of residency card for each day of delay is (20,000) twenty thousand dinars.
Procedures
First, the organization submits the application online and scans all the documents.
After 72 working hours, the approval of the residency card will be sent online through the same system and the foreigner can visit the central laboratory for a health test.
After (48) working hours, the results of the health test will be returned to the relevant residency Directorate, the foreigner visits the room for issuing residency cards to organizations, in order to verify the results of the test and prepare receipts for payment of fees
He visits the accounting room, in order to pay the prescribed fees.
Revisits the room for issuing residency cards to organizations, in order to return accounting receipts and scanning.
Visits the printing department to print the residency card and complete the transaction.
